The atmospheric “bulge” can then bounce high frequency radio signals, which would previously have passed through the ionosphere, to points over the horizon. It has been speculated that elevating the ionosphere grants the ability to alter the course of jet streams and so influence the weather.

Rather than viewing all weather and climate as being manipulated by a single, obscure facility that sounds ominous, but looks more like a communal clothes-drying area, it would be better to think of “HAARP” as a meme, a perpetuating idea, like “radio” or “radar,” manifesting in a variety of technical forms with a similar function.
