There is one more profound way in which ionospheric heaters can influence weather.

Recall part 2 where we observed that cosmic rays have been implicated in the augmentation of lower clouds by stripping electrons which then accelerate cloud condensation. This theory was developed in 1997 by Svensmark and Friis-Christensen and has been the subject of study by scientists at CERN, such as Jasper Kirkby.

Cosmic Ray Theory

This phenomenon has only been confirmed for cloud cover that is less than 3km above the surface. This is thought to be either due to:

  • The different nature of upper cloud formation from ice nuclei.
  • The fact that the upper atmosphere is constantly saturated with cosmic rays in contrast to the lower atmosphere which experiences fluctuations in accordance with the sunspot cycle.

Could it be possible to artificially simulate this effect?

In the late 19th century, C.T.R Wilson used X-Rays on the air inside a cloud chamber, free of cloud condensation nuclei, to bring about heavy condensation by means of freeing electrons.

Nikola Tesla noticed this phenomenon when his electromagnetic beams caused the water vapour in the affected region to condense and speculated that this would be a future means to control the weather.

If beams of microwave energy were to be directed upwards into the atmosphere, then would this also set free electrons to enhance cloud formation?

Microwaves and radio waves are considered non-ionizing radiation as they don’t carry enough energy to instantaneously free electrons from atoms or molecules.

However, if the beam of microwave energy were to be sustained for long enough at the appropriate frequency and power level, then a phenomenon known as microwave breakdown of air occurs in the region affected. This entails exciting the electrons in the air to the point where a chain reaction leads to an electron avalanche.

The released electrons consequently augment the action of cloud condensation nuclei in the process of cloud formation.

They grow by condensation and coagulation into charged particles called ion clusters which form the basis for cloud condensation nuclei. They can also attach themselves to aerosols, imparting their charge to them and radically enhancing cloud formation.

There was a HAARP experiment in 2013, where the US Navy generated a several km wide plasma cloud in the stratosphere using a pulsed frequency of 1.44 – 4.34 Mhz.

Plasma is ionised gas consisting of protons and electrons.

As we know, free electrons accelerate cloud formation in the lower atmosphere, so it would be perfectly possible for the same technology to generate and enhance lower clouds.

Over the Radar

Having implicated sustained microwave energy in ionizing clouds, the next revelation is that radar technology, in addition to its function as a tool for observing weather phenomena, can also be applied to manipulating them.

Pioneering individuals such as DutchSinse and WeatherWar101 have expanded the notion of HAARP (Ionospheric heater) technology, present at key locations throughout the globe and involved in weather modification, to include the ubiquitous network of NEXRAD and other Doppler radar systems.

This new technology was developed from conventional weather radar networks, which had become established in North America, Europe, Japan and other developed countries between 1980 and 2000.

Recall that in 1968 the US affirmed a national policy:

“That it is the sense of Congress that the United States should participate in and give full support to the world weather program which included (1) a world weather watch – the development and operation of an international system for the observation of the global atmosphere and the rapid and efficient communication, processing, and analysis of world-wide weather data, and (2) the conduct of a comprehensive program of research for the development of a capability in long-range weather prediction and for the theoretical study and evaluation of inadvertent climate modification and the feasibility of intentional climate modification…..” Emphasis mine

Again, the common factor is the electromagnetic wave. In the case of NEXRAD, which employs microwaves in the form of short, high-intensity bursts of high frequency up to 2GHz, each burst may last a microsecond. The receiver then listens for the echo to arrive at a picture of whatever the radar is being used to detect, in the case of weather radar, clouds and precipitation.

This entails exciting the electrons in the air to the point where a chain reaction occurs resulting in an electron avalanche. The electrons, consequently stripped from the air, in turn augment the action of cloud condensation nuclei in the process of cloud formation.

It’s important to note that the NEXRAD stations do not continuously operate in this mode. In their “official” mode, they are supposed to be active between 0.05% and 6.1% of the time, sending out the bursts of high-frequency (2GHz) for about 7s in an hour (0.19% of the time).

However, in their “switched on” for weather modification mode of operation, the beam would be pulsed (switched on and off) within the range 0 to 12.4 MHz and sustained for far longer periods.

That means each NEXRAD station operates as a miniature HAARP. It can alter the atmosphere above and around it, as explained in this video by WeatherWar101.

If NEXRAD aimed within the region where lower cumulus clouds formed, it would augment cloud formation. A sustained beam of the right frequency rotated around the site would bring on an electron avalanche effect. Electrons accelerate cloud condensation, especially in the presence of aerosols.

The electrically conducting substances leached from coal fly ash and dispersed into the atmosphere by aircraft, when charged by artificially released electrons, make the perfect cloud seeds.

As covered in part 15, scientists have determined that increased aerosol levels lead to a corresponding increase in clouds and change the nature of those clouds to enhance their warming properties.

Generally, greater amounts of lower clouds, which reflect more sunlight than the heat energy they trap, will have a greater cooling influence. This applies the closer the lower clouds are to the equator. However, the further pole-wards the lower clouds occur, the greater the shift towards net warming until, over the Arctic, lower clouds have a warming effect overall. This applies throughout the year, except, briefly, during the summer.

Ghost Stations

It is intriguing to note that, dotted around the Arctic circle, are the remains of radar stations, still off-limits to the public.

A joint project of the US and Canada, the DEW Line was rapidly constructed in response to the threat posed by Soviet bombers and became a cornerstone of the Colorado-based North American Aerospace Defense Command (NORAD).” Emphasis mine

Did the animosity between the superpowers prevent them from collaborating upon a joint project or did the “Cold War” have more than one meaning?

Recall Capt. H.T. Orville chairman of the President’s Advisory Committee on Weather Control reporting that the USSR “had conducted numerous unpublicized but still detectable experiments apparently aimed at finding ways to speed melting of polar icecaps; and has even offered to join the United States in a project to turn the Arctic Ocean into a sort of warm water lake by melting the polar icecap.” Emphasis mine

In Plane Sight

We have repeatedly postulated that the commercial airline industry, operating at precisely the altitudes where cirrus form, has been used as a major delivery mechanism in the troposphere for the aerosols required for artificial cirrus enhancement. In the polar regions, where the stratosphere occurs at lower altitudes, commercial air traffic has been operating freely since the end of the Cold War.

To supplement these jets, drones have most probably been used. In fact, modern commercial jet planes can be controlled remotely to the extent that one with no pilot and empty of passengers, is basically a drone.

Orchestrated under this guise of commercial air traffic, aircraft of commercial, military and undisclosed origin are emplacing particulate matter, most probably coal fly ash, into the upper troposphere and lower stratosphere for the purpose of seeding vast artificial cirrus cloud and polar stratospheric cloud formations.

If this were to be a clandestine operation, then using commercial jets would be the most effective way of concealment – in plane sight.

Indeed, this is the strategy employed by certain spy planes.

These jets operate in both the upper troposphere where commercial aircraft cruise, and, conveniently obscured by the cirrus cloud cover they provide, in the stratosphere.

Recall part 7 where one such jet was caught in the act of emitting a curious, coil-shaped contrail. This circular flight pattern was most likely employed to concentrate the maximum number of aerosols into the targeted region of the upper troposphere. This subsequently morphed into a vast aviation-induced cirrus cloud covering 50,000 km2 at its peak, which was most of southern England.

In addition to forming cirrus clouds, in the upper troposphere, these aircraft and others like them, could well be seeding artificial PSCs with the same ice nuclei, combustion ash, in the stratosphere. Whilst also enhancing ozone breakdown, PSCs are likely to have an even greater net-warming effect than the lower cirrus clouds.

Again, this would seem to be confirmed by Fletcher:

“By comparison, total cloud at 500 meters would decrease radiative heat loss by only 500 billion cal/km2 per day, while “total cloud at 5000 meters would decrease radiative loss by about 1000 billion cal/km2/per day.”

Note also that they are airborne radar pickets. As we have seen, radars factor significantly in this study.

The airborne radars can focus pulsed electromagnetic beams into the atmosphere, generating and augmenting lower clouds and enhancing the breakdown of methane and ozone.

The coal fly ash aerosols leach aluminium and strontium amongst other heavy metals. These enhance the effect of the pulsed radar beams in accelerating cloud condensation. They also make the artificial clouds more amenable to manipulation such as spreading out to maximise cover in the form of gravity waves.

Like the NEXRAD radar stations, the airborne version could also be potentially used to “herd” clouds from one region to another in the form of roll clouds as covered by WeatherWar101.

As Big Oil closes in on the melting Arctic, the technology can be located on drilling rigs, boats, aircraft and even submarines in addition to the “abandoned” radar and “research” stations.

The transmitters can be mounted on submarines, planes and after 2015 on boats and drilling rigs when the Arctic ice cap has melted” (Arctic News, 2012).

Isn’t “after the Arctic ice cap has melted” a little late in the day?

Aircraft such as those employed in Operation IceBridge, are equipped with powerful radar.

“Operation IceBridge is a 2009–2016 NASA mission that aims to monitor changes in polar ice from a fixed-wing aircraft. It is a temporary replacement for the ICESat satellite until ICESat-2 launch in 2017.” Emphasis mine

“Aircraft, however, have the advantages of being able to carry more instruments and target and focus on scientifically interesting areas instead of just flying a fixed path. Also, certain instruments such as ice-penetrating radar only work from the lower altitudes afforded by aircraft like the P-3 Orion and DC-8.[2][4]” Emphasis mine

Again, it is important to emphasize the fact, as Big Oil closes in on the Arctic, that the term “HAARP” should actually refer to the technology behind both an overt and covert global network of huge, land-based antenna arrays, sea based mobile platforms, drilling rigs, satellites, land based radar stations (particularly NEXRAD), radar located on vehicles (such as tornado chasers), boats, submarines and aircraft.

In other words, “HAARP” in this sense, is ubiquitous.

Proposals for Geoengineering contain within them clues both as to what has actually been going on covertly and what is intended to occur once average global temperatures reach the target figure of around + 1.7°C as proposed by Wexler.

Perhaps these projects, in addition to “research” will operate under the cover of attempts to mitigate global warming. These include stratospheric aerosol deployment to provide cover for the cirrus cloud over-seeding (chemtrail) operation and weird proposals such as Project Lucy to provide cover for radar cloud augmentation.

“The newly determined atmospheric temperature gradient indicates that the mean global atmospheric temperature will reach 1.5°C in 15 years and 2°C in 20 years (Figure 14). Consequently we only have 15 years to get an efficient methane destruction radio – laser system designed, tested and installed (Lucy and Alamo (HAARP) Projects, figure 18) before the accelerating methane eruptions take us into uncontrollable runaway global warming. This will give a leeway of 5 years before the critical 2°C temperature anomaly will have been exceeded and we will be looking at catastrophic storm systems, a fast rate of sea level rise and coastal zone flooding with its extremely deleterious effects on world populations and global stability.”

Perhaps these projects are already underway, and have been so for some time.
